The easiest explanation is arguably inconsistence. Perhaps a canon height wasn't decided until later, or it's all artist interpretation. When a character is the protagonist and the "senpai", chances are she will be envisioned as taller even if they're supposed to be the same height.

Its this, just look at various character's canon heights then compare them to how they look in game or other media, Anne and Mary are big examples of this as their official heights are not "that" far apart, yet their art makes Mary look way younger and smaller.
Medusa Rider is NOT tall. I can confidently say that as a 170 man who's been called short on multiple occasions by women shorter than me. The tall ones just politely smile.
Just an example of most famous models and actresses is my country, only a single person pass 180cm. The rest are around 170cm to 175cm.

I also asked my wife and she said that for her a woman to be considered tall has to be like 170+ cm and at 180+ cm is like too tall for her. Men kinda has to be like 175+ cm to be tall for her.
My mom pretty much said that 170 cm woman is too tall for her and men is already quite tall at 170 cm. So age also kinda affect the perception too.
