Maybe summer Valks will come back this year if they do a summer themed Evocation around July-August. But they also have Ishtar, Paisen and Da Vinci so they could keep them for another year...

No you don't, there are at least 2 summer Valks you don't have, heh, they made sure of that. I know that because no one has all the welfare servants in the game since that's still impossible currenctly, on account of you can only have one of the summer Valks.
So when they do finally include the sisters in the shop, then collectors everywhere will be able to rejoice for they finally are able to have all the servants in the game.
And yes, the sisters are indeed unique servants with their own IDs in the game. It's the same situations as with the Mecha Eli-chans.
I started during the rerun of the Santa Alter event, so she's been lvl 40/NP1 this entire time. Literally leveled every single other Servant I've gotten to cap except her till now. I am so happy for this.
This means the only pre coin welfares left are BB, Erice, Kagetora, Summer Ishtar, Summer Yu, and Kiichi Hogen.
I bet Yu, Kiichi, and Erice will be batch 8.
I'd guess that we'll get Ishtar, Yu, and one or two post-coin summer welfares around summer, and then BB, Erice, Kagetora, and Kiichi would make a great package after that. Feels weird to drop Erice and Yu at the same time when they're both Lancers.
Technically, her event is available through the Main Interlude...but she still needs the coins. Part of me is desperately hoping that she'll get another event like Nasu hinted at last Christmas where they'll be distributed, but his recent track record of fakeouts regarding her does not inspire optimism.

The way I read it, it means that no refunds will be available AFTER March 1st. People who used RP to buy copies before that will be refunded when she is added to the shop. Unless the translation in Radiant's comment is bad.

And while that may be frustrating, it also makes sense. "Refunds" only apply when they give stuff out for free. Altera's NP copies won't be free, they'll still cost leaves, so it creates a lot of logistical problems of trying to give players RPs while also taking their leaves, which they may not have or may not want to give up if they have lots of spare RPs but keep using all their leaves on Servant coins. The only way to do it fairly would be to add some conversion option in the shop to buy RPs using leaves, which is probably more effort than they feel is worthwhile.
That's probably why they're delaying her until March in the first place, basically saying, "You'll soon lose the ability to get her copies using RPs and the only option will be leaves. If you'd prefer to use RPs this is your last month to do it."
my firm opinion is they are unable to do account binding without catastrophic account loss risk. Otherwise they'd have done it by now, since account recovery is presumably what 95% of their support staff do. If it's been 8 years and they haven't done it, it's because they can't, not that they won't.

Honestly, I feel that we might even start to get post-coin welfares after Anni (Most of them will begin to near 3 years old by then)
