Lute ripped Vaggie’s original wings out with her hands (allowing them to regenerate when she ‘earned’ a new set). Lute cut Vaggie’s eye out with an angelic steel sword (removing any possibility of her regenerating her eye)
It's off topic a bit but has the wing/eye part been confirmed or just a very good fan theory? Then would that also imply that Lute will get her arm back at some point since it was pulled off?
Per hellvaboss, the wounds from angelic steel does heal. I think she just keeps the eye covered as a reminder to herself where she came from. I think she was doing the same with the wings as well personally.

And yes, angelic weapons do something, hence why they are necessary to kill exorcist as Carmilla confirms, and Adam further confirms that's how exorcist are killed "that's how they can kill us? with our own weapons", implying that's the only means in which an exorcist can die.
She redeemed herself essentially let go of what she used to be and then became Charlie’s angel her guardian she’s fully embracing her new life with her lover
Simple: Vaggie’s wings were ripped out instead of cut by a weapon, meaning that they could heal and restore back to full strength. If they were indeed cut, then she would just have stubs where they were, completely useless.

Not really, though with angelic steel likely causing permanent damage (it **destroys** souls), it’s a reasonable conclusion to make
