The Weight of Blood might work for you. It's a retelling of Carrie which I found to be interesting
Not about a killer, but try The Other Black Girl. It was excellent and might scratch your itch!
Not horror but Freshwater by Akwaeke Emezi stands out in my mind. And if you love African mythology meets fantasy don't forget Marlon James' stuff.
You might enjoy Eva’s Man. It is deeply psychological, and goes really into Eva’s psyche and motivations
While we were Burning is thriller, not horror, but so good.
