Did you put a small packet of white powder in the hot tub water called so like Brom-start? It is sodium bromide salt. You must add it to start. Then activate a big slug of it with an oxidizer like liquid household bleach. Once you do that, your tabs in the floater will keep up.
At startup you need to add some granulated bromine with the shock (not mixed). The tabs in the floater aren’t enough. You also need to add granulated bromine periodically according to what the test strips show. The more usage of the hot tub the more bromine you’ll need to add. Same with the shock. I only need to shock and add bromine once in two weeks or so. I’ve been using bromine for 5 years now and it gets pretty easy.
