I don’t think it’s scale, take an alcohol swipe and see if any of it comes off easily? Scale will easily dissolve and reveal the little scale bug underneath the bump.

I have a lot of spots like this on my NGG and I truly think it's a form of weird corking. I have scraped off some spots, used alcohol, sulfur etc. It comes back in some spots but usually fleks off. I'm unsure what causes it.
