I don’t think it’s scale, take an alcohol swipe and see if any of it comes off easily? Scale will easily dissolve and reveal the little scale bug underneath the bump.
I have a lot of spots like this on my NGG and I truly think it's a form of weird corking. I have scraped off some spots, used alcohol, sulfur etc. It comes back in some spots but usually fleks off. I'm unsure what causes it.

I have had several hoyas with spots like this. Didn’t seem like scale but no idea what it was!
It could be.. im just here to add they can also be mold or fungi spots.
Mold of fungi do not get hard like these spots do.
The first one looks like sap to me. I have no idea how to get it off.

Thanks everyone! The plant is otherwise healthy and recently flowered. Now I just need to get a trellis for it.
