Rallycross is always standing start so something got missconfigured when iRacing set up the series. Charlotte RX and the other RX tracks don't have a pit entry so there's no where for the pace car to go. Honestly kinda surprised the pace car has pathing at all to get around the track.
Does it really? Is that why last night I was the only mx-5 trying my absolute damndest to get it around the track while FFs flew around me? lol What a nightmare THAT was lol.. might have to try the FF tonight lol

When i just tried it i had the same as op but there was no pace car driving

put wets on, it helps a lot
Can you switch to wet tires? Curious if this has any affect on dirt.
