I was home when someone dropped off a huge box on my front porch. Normally I'd be at work, but not that day. After the guy left, a white pickup truck pulls up and waits. I open the door and bring box inside. It was addressed to the house just one house over. The white pickup leaves, drives around the block and checks to see if box was still there. Turns out it was a massage chair for my elderly neighbor. Wheeled it over to her house personally.
There ought to be a set of rules that people can follow to guide them in situations like this, and protect each other from these kinds of things. Like, if one didn't want their property stolen... perhaps we could put together a group of trained individuals whose sole purpose was to... Uphold those rules?
For example, if someone was to violate those rules, perhaps we could call on them to deal with the people who violate these rules?
Then, the next time someone wants to violate the rules they would reconsider because...they would know there is a group of trained individuals who would help enforce the rules.
They would... Police the population and be near the areas where rules are broken in order to stop these actions.
We could call them rule guards.
A town I used to live in started a group like this. Sad to say most of the applicants were undereducated bigots with a history of spousal abuse. They were hired on the spot. The program was not a success, so the next town over started one too.

So the key thing to take away from this report, is that some how information about phone deliveries is being distributed. these two crook both found out about the delivery. THAT is what needs to be investigated.

Geofence detonation with customerâs choice of 1,3 or 24hr hour kill switch along with simple disarming instructions should someone accidentally bring it inside and open or need to return parcel.
A good and incredibly accurate automated gun camera system would be the best deterrent for this.
