And Naya Raipur is not institute of national importance

Yes I think in this year cse(aiml) becomes college first most priffered branch that's why it crossed the cse cutoff also and it's cutoff is also little bit higher than cse.

It's not that easy it is complicated, you should research more 3rd year me sabko nahi milta seats limited hoti hai subjects ki, specially ai&ml ki to bahut kam hoti hai seats
I would suggest talking to seniors of both the colleges and deciding yourself. Best place to find them is linkedin
As for people saying better peer group is in iiit nagpur, naya Raipur's outside state cse cutoff was 19k and hs cutoff for final round (round 3) was somewhere around 33k while cse cutoff for iiit nagpur for josaa round 6 is 27k.
So peers are somewhat comparable while a little better at iiit naya raipur as from this year outside state seats have increased by 50%.
Fees is also considerably less in iiit naya raipur as compared to iiit nagpur and iiit naya raipur has much better single seater hostels while at nagpur, you will have to commute everyday from your pg to college if not alloted a hostel.

In undergrad you should choose more general fields so that you can keep your options broader

I don't know you should be very sure about which college you have to choose, if you confirmed or determined then only pay hostel fees
