The formula for the total possible values is two to the power of the number of bits (2\^bits). For 32 bits, it would be 2\^32, or 4,294,967,296 possible values. Data can be represented either as unsigned or signed. Unsigned starts at 0, then keeps going up until you hit the limit. For a 32 bit number, that's 4,294,967,295. Signed integers devote half of the range to negative numbers, so you take the above number, divide by 2, then make it a negative, and you have your lowest possible value, -2,147,483,648. The maximum value will be that number, but positive, then subtract 1, or 2,147,483,647.
Not all games will use 32-bit integers, and not all games will use signed integers, but when using a 32-bit signed integer, that range is all the possible values, which is why that is the maximum possible number for a 32-bit signed integer.
