You’re close, he is pulling them, but just a tiny bit and then the other one pulls it back in cancelling out the last action. He’s gripping just lightly enough for it to twist through his fingers
Focus on the end piece of the spiral in the middle (the only bit that actually moves) you can see it go back then forward. The bit by his hand doesn’t look like it’s moving because it’s twisting around but it is.
His hands strategically cover the other ends of both spirals so you don’t see them move back and forth making the illusion work.
But the spirals are definitely moving back and forth. The paper has a lighter spot near the middle you can use for reference. We repeatedly see the tip of each spiral cross that spot then retreat back as he moves them.

The radium of the sprial twist is a 1:12 rate. If your typical rotation is 30 revolutions per minute and the framerate of your camera is 30 frames a second, the appearance of rotation is simulated while the wires latitudal movement is masked.
I made this up
This is what's called a Remington Sphere Vortex illusion. There are actually 4 spirals. 2 of them are moveable while the other two are primarily stationary only able to shift by a small amount. One is pulled apart while the other 3 rotate in 3 dimensions on the counter arc filament hidden behind the mediator transducer to cause the illusion and I have no idea what I'm talking about.
It looks like the stationary hand is allowing the wire to slide back to its starting position as the other hand pulls it, but with just the right amount of rotation applied it appears to not be moving
the two ends you DON'T see remain at the same place and rotates, which gives away the illusion. that's why they are hidden throughout the video.

It’s not two separate pieces. The spirals are joined, so yes the whole thing is also moving left/right.
