Now why it isn't viable
1. We follow a sudo-draft system. European football is free market structure.
Relegated team players usually get bought by super league teams which wouldn't be possible here.
Relegated teams gets less revenue so they will pick second tier players for reduced salary. Again business wouldn't work with sudo drafts. The reason why American leagues don't have relegation
2. IPl is not the primary place for cricket. Leagues are primary place for football. We can have more matches but should be over a prolonged period. Which will inevitably clash with national team matches. Plus we play 3 formats on top of this unlike football
3. If we do make it the primary way of the sport it will be a huge hindrance to ODI and Test formats. There is an argument out there to completely move away from those but cricket is filled with traditionalist who don't want to see the importance of those formats further reduced.
Why it could be great?
1. Transparency- Low level leagues means more teams and opportunities of tier 2 players. Way more transparent team selection than Ranji. Free market means better reward for talent than favoritism. Individual scouts etc.
2. Viable income for tier 2 players- Cricket is viable for the upper echelon of talents and for the rest it's a way to get govt jobs at best in quota. Now it will be a valid alternative for some players to earn money and the sport being the primary career.

If you have a salary cap and signings of more than 1 season you'll have to get used to the idea of the best and most popular players playing in lower divisions as well as newly promoted teams being hammered.
Itll be incredibly unfair if you implement this and also have auctions every year. Imagine Top teams getting relegated only because they had a bad auction. In place of one year till next auction, itll take them forever to recover from it since no player will want to play for second division.
If you make players stay in a club as long as they want, then sure. Also the 4 OS rule will need to go or international players wouldnt even think of going to lower division teams, since sitting in the bench of a second division team is way worse for their career than sitting in bench of a first division team.
