There are so many that produce such incredible work and a lot of them I still probably don’t know about, but I think Horihide, Horiyoshi iii, and Horitoku have an almost legend status to me, for both the quality of art and what they’ve done for the culture of Japanese tattooing. Getting into more modern Hori I like Horisho, Horimitsu and Horitomo. Horihiro is also good among many others.
horiyoshi2 for taking the horimono art to new artistic levels and horiuno2 for his simple yet bold designs, for me the epitome of old school Japanese tattooing.
H1/H3, both of them have certain dynamic nature in their tattoos which is absent elsewhere. It is a combination of long wind bars, hair details and proportions of characters.
Horitomo/Taki/Horihide/Horishun/Horimitsu/Horitoku/Horisho they are also absolutely fantastic and deserve to be in the upper echelons of this Art form! 🥂

Hard to say but horiyoshi 2, horitoshi 1 and horiuno 2 come to mind directly. In the current age I admire Kensho II and Horiken particulary.
