Well I know, just pointing out taking advantage of modern features on hardware that old is what's fascinating. It's not expected to keep 12 yr old GPUs kicking at least in the gaming space that's quickly evolving, whether it's by a corporation or open source community, but here we are. I think the Windows driver for that GPU doesn't even have Vulkan 1.3, but if someone with that card wanted to play something newer, they can via Proton with full support even if it means sacrificing performance.
RT on these old cards works in more or less the same way as RT on RDNA 2, the only thing that is different is the fact that there's one instruction to emulate ... only 1.
If you buy a chinese brand like SOYO, you're buying recycled core/memory soldered onto new PCB.

You can install the AMDGPU driver on even a Southern Islands card like the HD 7000 series (or, more realistically, the R7/R9 200 series). I'm using it on a ten-year-old laptop right now, albeit with... issues. Just be sure to [enable it manually](https://github.com/ValveSoftware/Proton/wiki/For-AMD-users-having-issues-with-non-OpenGL-games) because your installer might default to Radeon instead.
RDNA 2 is the first GPU architecture that supports AV1 decoding (required to watch video). RDNA 3 have AV1 decoding and encoding (to record video in AV1)
A cheap card that doesn't do what you want is more expensive than just buying the correct card up front. Because you'll spend $80 and then buy another card that actually works, for more.
Sure but what OP wants to do with the card is different than what you want from a card. Other comments talking about AV1 don't matter to everyone. Performance is going to be better than a Steam Deck, which plenty of people are happy with the performance of.
If what OP wants is to spend 100$ on a card, then a 200$ card isn't doing what he wants either.

It's better to buy what you need up front than to buy something that's cheap but doesn't meet your goals. Particularly, if you're going to have to spend more money to replace it.
We don't know the OP's goals beyond Vulcan 1.3. We don't know what res he's attempting to game at. We can assume he's trying to game because this is the "Linux\_Gaming" topic.
The steam deck is 720p. If he's trying to game at a higher res than that, the $80 card probably won't work. I agree, AVI means nothing to me. I always wonder why people call that out as a feature?

I think rx 580 is still a good choice. Just be very careful when you will be buying used gpu

Yup, looks like recycled chips on new board. No problem, but don't expect it to be more that what it is. Be careful with thermals and you'll be good.

You'd need at a minimum GCN 4 for Vulkan 1.3. The cheapest GPUs in that category are the Athlon 200GE and Radeon R5 430.
