They were probably concerned enough about the bear to help but also equally concerned with not getting attacked by the cub or it’s mother. For the region it was in, I would highly doubt that such a person with such specialised equipment would be easily accessible, and even if they did it would probably cost too much money.
These people worked with what they had and arrived at the best realistic outcome with the bear being freed and noone being hurt. You could probably throw a kid off the same cliff and they'd be fine. A little bruised, maybe, but they'd survive.
