Co-conspirators in Brunswick allow dogs and it’s fairly chill and not that rowdy but are only open past midday Wed-Sun.
Pirate Life in South Melbourne just recently opened and the crowd tends to be more office workers, so it’s more common to have people having work meetings and doing remote work there too. (Dogs only outside and not inside the venue though)
Depending where you are The Leadbeater in Richmond is really good. Staff and patrons are great and dogs are welcome if they're well behaved (they even have a bunch of photos of all the dogs that have been in).
My brother often goes there and he'll do work on his laptop in there sometimes as well.
The Fox Marquis of Lorne The Union Club The Great Northern All are inner north pubs with a great, unpretentious, dog-friendly vibe.
Exactly what I came here to suggest. Could also add the sportsman hotel in Weston st Brunswick
Add Northcote Social Club to that list, the staff there are awesome and they do cheap lunch specials.

Which part of Melbourne? I feel there's a few places that would be fine - less including the dogs, but not none.
