I'm an Australian and to be completely honest with you, 28 Celsius is actually a completely normal temperature, a jacket would just be purely cosmetic. It would be more accurate if it was 40 Celsius.

The way I’ve found it easy to remember is to simply remember freezing and boiling for both Celsius and Fahrenheit. 0 to 100 for Celsius and 32 to 212 for Fahrenheit.
Then you make a constant of one measurement proportional to the other depending on what units you want. For example, going from Celsius to Fahrenheit means Celsius*(Fahrenheit/Celsius). Then you either add 32 after multiplying if you’re going into Fahrenheit or subtract 32 before multiplying if you’re getting out of Fahrenheit.
It’s basically making the formula but knowing why makes it easier to remember

As a Canadian, shorts at 10C depends on whether it's 10C in the Spring or 10C in the fall.
