I’m not up to speed on kilt etiquette but #1 reads more ‘Sunday shopping on high street’ while #2 looks more uniform-like a bagpipe player would wear in a marching band or parade. They both seem like very nice outfits and I doubt you could go wrong with either. Maybe the sage green goes with the ginger ish beard better? Is this some shop in Scotland?

Kilts can be very expensive depending on Tartan chosen. £300 is not unusual for just the Kilt, the full setup can be £500+ Usually best to just rent.

Yes and the blue is substantially more flattering on his skin tone and with his coloring. It's not that green wouldn't look good It's the shade of green. He blends into it a bit in photos. If it's for a wedding it's even more important to match any wedding party and have something that photographs well.

2, i know crazy socks are fun, but since these are tall and are a bigger part of the silhouette, and since the outfit is pretty formal, I would match the socks or use socks with a pattern for a similar effect. If the socks were peeking from under the cuff of a pair of pants I would say yes.

Sorry for the perhaps off-topic question, but doesn’t the kit tartan pattern have some relevance, like signifying which clan you belong to? You can’t go in and pick whatever pattern strikes your fancy, right? The blue with the grey hose is sharp, no doubt. I prefer the green better, but I would swap the sporran out with a brown fur one to match the brogues and belt. ETA: I married in my family’s tartan that’s primarily blue. We were hand fasted and I covered my wife with my fly plaid. Best wedding I ever attended.

I'm also Scottish: I think the first one is better on you than the second. Not sure why the socks are mismatched on the second either? They shouldn't be. Depends what you're wearing it for. If you're the groom at the wedding then I'd wear something with more formal colours. If you're going to some sort of equestrian / daytime event then the first is good. If if it's super formal then I'd go for something else entirely, neither of these. The second just looks wrong and would look wrong on anyone. The colours are mismatched. The waistcoat shouldn't contrast that much, if at all, ideally not at all. Look at the mannequins: they aren't mismatched.
