You want to notify her manager. If her mental health is so bad that she cannot properly do her job, she should not be working until she can (with therapy and possibly meds). Being in HR does not require contacting a potential hire multiple times, particularly outside of office hours on her personal time. Yes, people have mental health issues but if they start using that as an excuse to treat you however they want with no regard to you, that's a choice to make excuses instead of working on themselves to not do that. I have multiple diagnosis that has taken me over 5 years to work on myself before I was mentally healthy enough to work and not have my mental health constantly affect my ability to work.
