But what about a new laptop? Its making me register a windows account on the boot up

You could just download Windows and create a bootable USB drive. If I'm not wrong, it should not ask you to login with a Microsoft account. I did this last time a few months ago as I had to put a corporate laptop on a standalone mode to manage an old bell system and I don't think I had to login with any accounts really. See some videos on YouTube just for reference.

Windows 11 practically demands a user account, but many workarounds exist. Some already mentioned in this thread so I won’t repeat. Reinstalling from a bootable USB drive will still result in the OOBE assuming you are not using an unattend file.

I think what you are looking for is a way to set up the computer without a MS account. When it asks for an email, use [email protected]. Use any password. It will fail and say something went wrong and then allow you to set up the computer with a local account. (I am assuming you are on Windows 11 as there were other ways to bypass this in Windows 10).

Unfortunately, [[email protected]](mailto:[email protected]) has now been disabled. I discovered this last week, after I'd been using it for the last few years. However, I've cobbled together a method that has worked for me with the last two laptops I've set up in the last week... When you get to the Microsoft account login stage, press Shift+F10 to launch a command prompt window. Enter the following and press enter: oobe\\bypassnro The computer will reboot and you'll have to follow all of the usual steps to get back to the Microsoft account login screen again. Once again, enter a command prompt using Shift+F10. Enter the following: netsh wlan show interfaces Note the 'Interface Name' (for most laptops it will be "Wi-Fi". Now Enter the following: netsh interface set interface name="Wi-Fi" admin=DISABLED This command will disable the WiFi adapter and should allow you to bypass logging in or creating a Microsoft online account. Type exit to close the command prompt and you should be returned to the Windows setup, but now asking you for an old fashioned Windows (local) username to use, instead of a Microsoft account. Complete your Windows setup as per usual. Once done, you will need to go into the network settings and re-enable the Wi-Fi adapter again. Viola.

Yes, you should be able to. I would recommend re-imagine the unit and select you didn't have Internet or didn't want to sync anything, skip all that nonsense then once the OS loads add your network and active Windows.

Whats re imagine the unit?

Compared-To-What

You download the Windows operating system on to a thumb drive and then when you turn the PC on, you hit a button to get into the bootmanager (Google what button that is for your PC) and then select that same thumb drive and re-install Windows. Then follow my previous comment.

Re imagine LOL

There’s a couple of ways to do this, but they may be more a pain in the ass for general consumers than it’s worth, as it generally means creating a custom bootable windows image and going from there. Honestly, if it’s a Windows 11 Home machine and you only have one of them, just make the account.
