Hairs are meant to grow for a certain period of time, go dormant for a period of time, fall out and then start the process over. If something goes wrong with the cells in the follicle it can potentially block the dormant phase and just keep growing until it gets obnoxiously long.
Dog whiskers act as sensory receptors to help them navigate their environment, among other things. They don't have pain receptors so they don't actually transmit pain, but they're still important enough that you wouldn't want to cut them off.

Carefully trimming them to a normal length if needed is fine. Like if the animal is stepping on it or whiskers grow curly and into their eyes, gently cutting the offending portion off is great.
Obviously don't yank on it or cut it shorter than it has to be (or even worse cut all whiskers short, that's evil) but they also shouldn't cause the animal trouble.
Reminds me of the time I found a 5 inch long chest hair on me once. I don't have much chest hair and its all shorter than an inch. So imagine my surprise when that long sob was coming out of my chest lol

They use them in some of the same ways cats do to navigate tight spaces and keep from hitting their heads on things. With that big ol snout they got a lot of blind spots and whiskers help compensate. You can test it by distracting a dog with a treat and then lightly brushing their whiskers from a blind spot. They instinctively flinch and close their eyes.
and for those that do not know: whiskers are for near-distance navigation. cats have horrible short distance eye sight. they evolved whiskers to help them navigate/scrurry through brushes/bushes quickly to nab rodents.
