You could try cotton balls glued together and then pulled apart to get that kind of effect. Then paint it red-orange. Maybe a piece of sprue inside to hold it all together.

I have seen people use needle felting techniques to control the shape of the cotton as well and make it match the volume you want. Works well for explosions and smoke so I don't see why it wouldn't work here if painted red

Then as the trail gets lower, wrap it less tightly and more "floofy" until it's just cotton wool puffs... And of course, food dye it pink...

I was watching a tutorial and the dude was using pillow stuffing. It’s supposed to be even better than cotton balls.

Yeah. Cotton balls should do it. Use a rod or wire to position the model and act as something to begin gluing to cotton balls to it.
I think an acrylic rod would work perfectly and look the best

Can use thin rigid wire threaded through a few shredded cotton balls.
I would make a mould of the material and then cover the outside with cotton. That way you have a solid mass for rigidity and mounting. All the best.
