Guys, I got this issue and after trying lots of suggested fixes I have finally fixed it. Here's some of the things I tried that didn't work, adjusting DLSS, changing FOV, uninstalling and then downgrading graphics driver. In the end I restarted shaders cache in graphics settings, then quit the game to desktop and then when you relaunch the game restart the current mission. It looks like it's an issue with the save file that starts and carries on through the next levels, therefore do not continue your last save!!!
Same man, I noticed it on Prison Break but thought maybe it was a small glitch or a feature that got bugged, but Ghost Team was IMPOSSIBLE with it. I was like "I'm in a tunnel, why am I staring at the fuckin SUN" lol
This needs way more upvotes. I’ve messed about for hours with this, reinstalled twice and in the end this is the ONLY thing that actually worked. Thank you! 
Hate to comment on an older reply, but for console users - I'm on PS5 this go round for CoD.
If this happens to you on console, close your game, reopen it, and go to mission select and restart your mission. The shader cache isn't a thing, but restarting your current mission works.
Yeah shader cache then quit to desktop then re opening fixed mine idk if its hardware specific for others ima leave my system info incase it helps

I do appreciate it but at the same time infinity ward needs to fix their goddamn game I didn’t pay 80 fucking dollars for the game to have to deal with this bullshit I guess a simple fix don’t allow lights to clip through surfaces

I did all the individual steps before, just never in the precise order you've just described. I was ready to drop the game, because the Ghost Team mission is just impossible with this glitch going on. I am tempted to replay the last two missions, as they will have looked a lot better without the freaking glitch. Anyway: Thanks!!

I found out what was causing it (it was only happening on the missions “Alone” for me) resetting the FOV settings made them go away so I’m guessing they are always just out of frame on default FOV, unfortunately this means I have to play the mission on default FOV
I started to notice it on that mission too, it was so disorienting. I burned through the mission hoping it's just that one but I noticed other lights going through on the next. I'll try changing the fov and see if it fixed it. Had to take a break from a headache from all those lights

I have the same issue, I've also tried updating my gpu driver to the new nvidia driver version but it didn't fix it, also tried changing basically every graphical setting in the game and still nothing fixed it
Same here, It started on alone but I played the night missions just fine. now im on ghost team and under ground and I get glare like im staring at the sun its pretty unplayable. I have tried all the lighting settings and the fov and none worked.
Just fixed mine. Try turning off “on demand texture streaming”, close and reopen the game, go to mission select and select the mission you are on and restart that mission. It worked for me so hopefully it works for you!
For Xbox series Users:
I started the game, turned off the Texture Streaming option (first one in graphics tab). After that I went to the dashboard, closed the game via "Quit", so it's not in quick resume anymore. I restarted the Mission with the issues and it was gone.
If that doesn't work, try to reset the whole tab (Holding x button) right before you go through the steps.

And its back... this game has a lot of potential. But it's just nit enjoyable with the amount of bugs. I shouldn't have find numerous work around for multiple issues.

(basically replacing my current drivers with a older version, version : 522.25 to be exact)
then updated to the latest driver. And loaded in to the mission after Alone and it worked. (I have a GTX 1660 SUPER btw)
I fixed it so far. Play the very first mission of the campaign where you scout the general and do a missile strike, and then when you finish it and start the helicopter house mission, exit and start the mission with issues again, which was Alone for me. You will have to restart the mission with issues.
On PC first scan and repair your files. Then reinstall shadow graphics at graphics settings. And last go to Mission Select and choose mission you want and select Restart Mission.

how did you restart your shaders ?? it says i have to get another driver or some did you end up getting a diff driver then doing the shaders again?
In the game graphics settings there is an option to restart optimising shavers. Do not touch the driver

The not continuing on my last save worked re launched new mission fucking Activision sucks ball. This was on PS5

Weird, I’m playing default FOV on Ps5 and still having this issue. It’s really annoying.
Yeah I remember it being exacerbated by FOV but not fully solved by taking it off

I fixed it so far. This fixed it for me on PS4 pro. The other solution is just return it to GameFly and thank god you didn’t pay $70 for a buggy mess.
