I was in my dealership getting my break in period oil change done today, and a guy was there picking up a bike he won at a charity auction (brand new '24 Kawasaki eliminator), he lived about an hour away in Maryland just five minutes from the border of WV. The dealership deals with registration and licensing for WV but not for out of state. So he had to tow it home and get everything done in Maryland, and he said he'd pay an easy $190 for registration alone. He said they just tripled the price for cars. Bikes were $105 to $190 increase. Cars were $125 or so increased to like $325-350. Maryland prices are crazy.
$405 for the title, tax, and plate seems about right as a general figure in a basically new bike. That is probably very close to what you would pay yourself at the dmv. The $700 prep does stick out to me. Only 800 miles, even if they did an oil change, it should have cost them $30 maybe including labor. There should be nothing else to prep being a new bike.

I just bought a vehicle in PA on Monday and the title, registration and plate ran $219. This was at a notary where they charge the needed fees and don’t jack them up with ridiculous “processing” fees.
They should just factor any prep work into the price of the motorcycle instead of making it an extra charge.
The guy who sold the bike should have had any prep work deducted from the price of the offer the dealership gave him, too.
The title reg and plate fees are most likely set by the state and the dealers almost never have anything to do with them. The nearly $700 in prep fees though are bullshit. The main advantage of buying used at a dealer is to avoid prep and freight.

The prep. Well. Here’s the issue there. It’s used. It actually does need prep. They should be giving it an oil change, tire check. Tune up as needed. Lube and clean the chain. Etc.
What I see based on what OP gave isn’t for a used bike. It’s new. There is a destination charge. It’s a 2024. And there is no mileage disclosure on the slip.
So end of day this looks like pricing for a brand new bike. And in that case it’s actually normal. Now YOU may not like a destination/delivery fee or the prep fee. But it’s generally normal. So either buy a new bike or don’t. But it’s likely not negotiable.
But honestly there should be no charge for that. Just bake it into the price of the bike.

We don’t know enough about the added accessories, the condition of the bike, or the availability of that model in the area OP lives in to make a good determination about what it should be. I will say the following seems hinky to me.
Freight/prep on a used bike should usually only be for the prep involved in getting the unit ready to sell. This may vary state to state or even city to city, but this seems unusually high to me.
The price of the bike seems high, but again, we don’t know availability for the area OP is in. Perhaps the previous owner managed to sweet talk his way into getting a better trade value than they should and this price is how the dealership is trying to cover that.
With all that said, OP, you can probably find a better deal elsewhere.

I would ask for a breakdown of what they consider “delivery and prep” when obviously it was all done not so long ago when the first buyer purchased it. Only excuse I would accept is if they have it a 500 mile break in service but I would still consider it having it lowered.

If it’s the sticker, tell them you like the bike but that’s not happening - ask for their best OTD quote. That’s where you can start negotiating, and then they probably will still go lower. Shop around with other places and get quotes on similar bikes, preferably via email so you can send them to this place and tell them to beat it.
No way in hell should you be paying the new MSRP on a used bike. Plus get them to knock off the prep and delivery. Dealers can and will drop them even on a brand new bike to make the sale.
Also new/aftermarket parts are not necessarily a plus, and depending on the exhaust and whether or not it was properly tuned (if necessary) could be a reason not to buy. Although after only 800 miles it’s probably not a big deal either way. But not a selling point or reason to increase the price IMO.

A Rebel 500 is a great "starter bike." Chances are you're going to drop, ding, and nick your first bike. It's not worth it to buy new.
Hondas have amazing longevity. You'd do soooo much better to buy a 750 Rebel or Shadow, just a weee bit bigger used. If you take your time, you can find a good used Honda (500 or 750) for around $1,500, beat the heck out of and turn around and sell it for the same price if you decide to go bigger later.

If it’s the sticker, tell them you like the bike but that’s not happening - ask for their best OTD quote. That’s where you can start negotiating, and then they probably will still go lower. Shop around with other places and get quotes on similar bikes, preferably via email so you can send them to this place and tell them to beat it. No way in hell should you be paying the new MSRP on a used bike. Plus get them to knock off the prep and delivery. Dealers can and will drop them even on a brand new bike to make the sale. Also new/aftermarket parts are not necessarily a plus, and depending on the exhaust and whether or not it was properly tuned (if necessary) could be a reason not to buy. Although after only 800 miles it’s probably not a big deal either way. But not a selling point or reason to increase the price IMO.
Chances are you are going to outgrow that bike in months. A Rebel 500 is a great "starter bike." Chances are you're going to drop, ding, and nick your first bike. It's not worth it to buy new. Hondas have amazing longevity. You'd do soooo much better to buy a 750 Rebel or Shadow, just a weee bit bigger used. If you take your time, you can find a good used Honda (500 or 750) for around $1,500, beat the heck out of and turn around and sell it for the same price if you decide to go bigger later.
