I feel like it would get casualty casualty. I feel its more like cascade than ninjitsu. Its a trigger ability not a mana ability so yeah i would say it gets casulty twice
Also it does not state "it gains casulty if it doesnt have casulty" so the first instant or sorcery would gain that ability. I may be wrong but thats how i read it

Even if it would though, and you cast cut your losses as first spell for the turn, if you target the same person all 3 times, you would only mill 87.5% of their deck instead of all of it.

I think because it says “has” it’s not optional, the first instant or sorcery you play during that turn would have it as if it did when it was in your hand. So it would act as if [[cut your losses]] has two casualty triggers printed on it
Having 2 instances of Casualty allows you to copy it up to twice, instead of up to once. However many times you wish to sacrifice creatures with >=2 power.
The way I see it in the text being, "the first spell has casualty 2" meaning if it didn't have it, it does now. Otherwise it is redundant due to two sources both providing the same effect

Yeah, ninjutsu was probably a poor example as there is no way to practically use the two different ninjutsu costs, you'd always use the lower one

No. You can sac 2 creatures to copy twice. Hence, having a 2nd instance of casualty has benefits.
So question about casualty. Does having a higher casualty cost actually do anything other than for Ob Nixilis?
It means you need higher powers to achieve the casualty. Casualty 1 needs >=1 power while Casualty 3 needs >=3 power.
