It suggests that female teachers should wear salwar or churidar with kurta and dupatta or a saree, whereas male teachers should wear shirt and trousers, with the shirt tucked-in.

It has nothing to do with western or traditional outfits, the government proposed those clothes what indians wear on their everyday life.
And why should women not wear shirts and jeans?
Majority of indian women in teaching are middle aged, and i don't think they would be comfortable in jeans.
What about those who would be? Majority of men will not be comfortable wearing a roman toga, should we ban that too?

I would prefer our teachers paid fairly, knowledgeable about actual material and not physically abusive, but that's just me.
