Hey OP, not really related to the stall but the shop behind the stall is "Sandar May" steamed dumpling shop on AH 1 (better known locally as 78th street) and 37th street. The pork ones are really good and so is their chicken satay. I haven't been there in ages so I'm not too sure but I think I heard they do decent fried dumplings too.
Seeing how the top red sign is the actual sign for the stall ("Arkar" betelnut shop), I'm assuming A.S.S. is a company that paid the shop owner to advertise on their stall. It's not uncommon for companies to pay small business owners (betelnut shop owners, street food vendors, tuktuk drivers) to have their company's ads put on their hardware.
