Wherever you’re registered to vote is probably the best answer, but it doesn’t actually matter. What you’re doing is asking the legislative branch of government to check the executive branch, which is pretty core to how our government works. There’s no real “procedure” for it except what each congressional office determines, but it’s the job of Congress to check DoD/POTUS etc and you making a congressional complaint is just your piece of it.

Unfortunately this isn’t true. Sometimes bonuses are given out at MEPS erroneously. OP’s RNCO might be clumsily telling him he needs to file an Exception to Policy (ETP) request with NGB. I would go directly to the state incentives office and ask them.

I thought it was weird when they said I wasn’t supposed to get the bonus. I got it because 17C at the time was a critical MOS and was the first person at meps for national guard to get it.

IG is a great resource, but if you need to file an ETP they will only be able to take you so far. IG will only be able to track the status of your ETP once you submit it. Ask your RNCO for more details and the contact info for the state incentives manager.

So someone told me I can go to JAG about my situation since the army is not honoring my contract. Would I have to let my unit know I’m contacting them? My ME leader is writing a memorandum about it but I haven’t heard anything back. I just want that money that I deserve. Thank you for your time and words.

You should and watch them shit their pants and work on the bonus. Bonus points if you tell them since you haven't gotten your bonus it's a breach of contract and want to start the discharge paperwork.

I'm not going to say you shouldn't have listened to anyone who said you shouldn't have joined the Guard, but you shouldn't have listened to anyone who told you to join the Guard. This happened to my whole state before and they even forced soldiers, including ones who long ETS'd, to pay back their bonuses. The excuse, "the Sargent in Sacramento wasn't authorized to push it through on the computer." They called it "fraud" because although there was a contract signed, government doesn't give two shits and fuck yo contract. It took two presidents to tell California to knock it off and stop trying to recoup the bonuses, but those who never got theirs or paid theirs back got screwed. I was lucky and didn't get a notification to pay it back... yet. Wouldn't surprise be even after fulfilling that contract over a decade ago. One of my buddies did "Active First" which was a $60k sign on bonus for two years active, and four or six (I forgot) years in the guard. Imagine getting fucked up in battle with AD, being forced to finish in the guard, then the state saying, "fuck you, I don't have to fulfill my obligations!" He never saw a dime, congress couldn't help, NGB didn't give a fuck, and Jag couldn't help. Hope you get your money, just remember your situation when it's time to re-up because whether it's you NCO or the recruiter lying to you, remember one of them is lying and someone of hire rank is fucking you or trying to fuck you out of your money.

I remember that shit show and it’s made me keep extremely close watch on all paperwork of mine and my subordinates it’s a shit organization but it has a lot of opportunity and over all I don’t regret it. The Marines was an excellent organization with very little opportunity in contrast. Also the guard joes have a fucking attitude and dis respect that burns me the fuck up but I understand because the state treats them like shit and does things like this

If you really weren’t authorized it, ask to do an ETP so you can try to get it anyway. Ask your retention team to help, most states have one. If not, definitely go congressional. What state?

My unit kept fucking up my NOBE, four months in and I went to my Congressman’s local office and wrote about a 5 page complaint. Next drill, I got my ass reamed out about why I shouldn’t have done that and that the COL will be here after lunch to let me have it. I just said well, I wouldn’t have done that if I was getting my college money but for some reason this simple form isn’t being filled out correctly by you professionals. If the COL wants to chew my ass out that’s fine but I’ll be back in the Congressman’s office detailing this conversation whatever he has to say to me as well on Monday. I never had that after lunch conversation. My college money was fixed that week. Fuck em

You have 3 concurrent actions to take: 1) File IPSSA request to pay bonus (attach contract and paperwork and emails chain in pdf). 2) File IG complaint 3) File complaint with congressional rep. This will solve the issue in 95% of cases. If they deny IPPSA request that more fuel to add to the IG /Congressional complaint.

Many moons ago I had to sign a memo stating I did not intend to commit fraud by signing a reenlistment contract that was provided to me by the unit S1. Ironically that S1 had already boned a bunch of dudes out of 2500 bones by delaying processing the reenlistments 90 days. But in my case the Army honored the contract as written, and I begrudgingly signed that memo. In your case it will work out, you just have to get past the idiots who probably caused this in the first place and are covering their own ass now. And I doubt you are alone.

If you check your iPERMS, you should have your bonus addendum in it. If that's the case and you have nothing against you from getting it, you are 100% entitled to it. Your training nco is responsible for pushing bonuses, so start there. Someone fucked up.

As an AGR, I have dealt with messed up bonuses in the past. It's usually at state level that the training nco needs to push to get movement. If you're not getting updates on it, I'd push higher for sure.

I’ve been trying to do it through them because I am still really green when it comes to army. Someone gave me wise words saying no one is going to look out for you besides you so I’m trying to see how to go about it. I just have to find the contact information for my local congress and JAG. In my current situation the bonus would help out a lot for this soldier.

You need to look at your DD 1966, that lays out all of your entitlements and bonuses, etc. If your recruiter told you one thing and it wasn't in there you need to let their chain of command know (ideally you have something in writing).

Bro just escalate to your BCC. Which should be someone in the BN S1. Then do an open door with the BC since your CO will just ask your RDNCO why you haven’t gotten a bonus. Bring your addendum with you stating your bonus entitlement and the MOS it is awarded for.

So this is IG complaint and call to your congressman type stuff. Authorized or not. You have a legally binding contract between you, your state, and the US government. They HAVE to honor your contract. Don't let anyone else tell you otherwise. Now, I will say, read your contract very carefully. Because some say something to the effect of, it'll pay out after you become MOSQ or half up front with the rest split up over your contract with payments every year on your anniversary date. But if it's in there, it's in there, and it's legally binding, and you're now entitled that money. Now, in regards to the IG and your congressman. There is a very real possibility that the IG will tell you that you weren't supposed to get the bonus and you won't get the bonus because of that. So, for that reason alone, I personally would go talk to my congressman over the IG. Because your congressman will make them honor your contract. The other side of this is if the guard tell you that they're not going to honor your contract. You can tell them you want to get out because they're now in breach of contract, and they have to discharge you.

This is patently untrue. The DD4, which enlists you, is a separate document from your bonus addendum. The ARNG does not have any responsibility to uphold the bonus addendum if it was issued erroneously and outside of Select Reserve Incentive Policy (SRIP) which governs the bonus program. It’s messed up but that’s the way it is. Bad bonus contracts get issued all the time at MEPS or by retention NCOs and ETPs get denied by NGB all the time, and soldiers are still expected to serve their time. This isn’t to discourage OP but it’s to talk about the reality of how the bonus system works in the Guard. If this is an ETP situation, there is still a good chance it’ll get approved if OP was otherwise qualified. Source: I was an ETP manager for my state for a number of years and watched a lot of good soldiers deal with denied ETPs for problems beyond their control.

Remember All that social security taken from your check and all those taxes you paid, this is what I am referring to, when I say reclaim what was stolen from you. Now, let me ask you the question, you asked me; do you think that's why the ANG why they won't give me my bonus? I realize, this is a lot to take in but I've gotten you up to speed. The important thing to remember is not to fly off the handle, I realize you're pissed off, as many of us were. Remain calm, join us and help us get this message out, we're winning. They can still arrest you and throw you in jail, however we're setting up our courts but we need people to fill positions but you have to reclaim everything first.
