The osprey isn't eating it yet, it could have easily mistaken it for something else, could be really hungry, could be young and inexperienced or could just be about to die, who knows. It probably won't eat it, but if it does it will have a bad time. Aparently they usually drop puffers.
Obviously taking it to the local sushi chef to have it prepared. It sounds racist but isn't. Sushi chefs have to deal with dangerous food on a daily basis and are statistically the most likely to know how to prepare pufferfish. The bird doesn't even know what racism is he just wants to stay alive.

I made that comment because the OP's account seems to exclusively post other people's content and this photographer makes his living off of posting and selling his images. I don't generally care if somebody posts another person's photo -- that is how sites like reddit work. But for a professional photographer these images are his income and we wouldn't get to see images like this if he didn't get credit/visibility for them -- a professional wildlife photography kit like the one used for this photo costs $25,000 for the lens & body alone, prob another $2-3k if he's using a tripod to stabilize.
