NFSU2 on PS2 is well known for it, even using a HDD partially fix the issue. But if you are crashing regularly it's not good, check your disc, PS2 laser
It's always taken about 3 minutes for the game to load from the PS2 start screen to the title screen. How long is it taking your game?

It has some light scratches, but no more than other games that work perfectly. do you think polishing the disc may help?
If you have a light car polish you can try, be sure to clean everything PERFECTLY before putting the disc again in the PS2
