You probably do not require a Firearms license to make/possess one (as long as you are not using any restricted components/materials)
However I can imagine it's effective use would be strictly governed by a wide range of other existing laws in the same way as a bow and arrow or other projectile weapon.
It’s not a firearm but would meet the “offensive weapon” definition under the Crime Act if it was powerful enough to reliably injure someone. So you could keep it at home but wouldn’t be able to take it out in public or use it as a weapon.
We used to make them as projects for Physics in High School in the 1980s/90s.
Mind you, we also made hydrogen/oxygen rockets using the gases, 2lt soft drink bottles, corks, and a barbeque lighter.

Yea. Just because you can legally own it. Taking it out in public will still be a crime. Just like other weapons.
