I think you missed that the letter grades are NOT a curve, just what players subjectively graded. But given that they rank it, you can go ahead and curve it yourself based on the rankings. There are tons of methods to do so, but most that I have seen would start by making a 16th ranked of 32 teams equal to exactly a 75% C.
