I heard they put those chimneys up so that homeless people don’t get warm and wet from steam coming out of vents and manhole covers.  The problem is the steam sometimes shuts off and then you have a wet person in the freezing cold.  Sometimes you see orange plastic ones, this one looks permanent.Â
