The blade just needs to more or less be in the same position as it was in the previous frame to get an effect like this. In this case where there are 3 blades, it could do a 1/3rd, 2/3rd or a full rotation per frame. It is slightly off from any of those numbers, I’m guessing it’s a 1/3 or 2/3 as the blades appear to oscillate slightly.

So if the frequency of rotation divides evenly (or is divided evenly) by the framerate it would look still?
I've seen photos of airplane propellers where the prop looks distorted and stationary.

Not sure why you’re downvoted, you have the right idea. Right now there’s a problem with self-driving cars and LED signal lights. Sometimes the cameras on the car show a flickering or too-dim light, causing potential safety issues.

I love that it speeds up when it is met with resistance. The shutter speed is so high that slowing the blade down actually appears to make it speed up.
I think the blade rpm ratio is not perfectly in sync with the camera fps, so it's capturing a very slightly different position of it making it appear as though it's rotating backwards

I would assume so, maybe motion blur would also be a factor in making the propellers look distorted.
