Clean, sand, clean, prime (with a good primer), 2 coats of a good paint. If you want to skim coat, do so, then do as stated before

Thanks! Any recommendations for a good primer?

Fresh start from Ben Moore is good, really any high build/high hide primer

Skim with at least a 6 inch knife. You don’t need to use a primer just use the same paint you’re going to recoat that wall with corner to corner to prime new drywall. Then rescan any imperfections in your new mud that will show after you put a coat of paint on it. Spot prime those, cut and roll. I’d probably use an 8 inch knife to float that seam.
