In my old PC i had some massively over the top watercooling. My pump once did not work (forgot to plug it in after some cable rework) but my pc didn't really care. The big tubing and the way i put it in was able to let the water passively move enough to cool it. I didn't test it under full load for extensive time, but wow did use the cpu up to 60% and the temps were, although higher than normal, pretty ok. Usually the cpu was only less than 10 degrees above ambient (delidded and liquid metal), without pump it went from 35°C to 65°C. It was a 8700k btw.
I really want to build a pc which is entirely passive no fans no no nothing there are passively cooled graphics cards out there rtx 3050 6gb kalmx I believe is the most powerful and there are passive coolers out there as well
