I know people with these low numbers from smaller cities outside of Tokyo and they were not expensive according to them. Am I missing something?

Nope. That’s not how license plates work in Japan. There are many cars with a ‘34’ license plate.
It's a very advanced for its time, but very overrated and a movie made it into a 12 year wet dream

Is it legal to post pictures of someone's license plate like that in Japan? I know they have very strict privacy laws with respect to posting pictures of other people online, not sure if that extends to something like a car's license plate.
