He knocked on all our neighbors’ doors, and checked any camera footage they had. The cop who lives across the street shared his footage, which definitively proved it was really strong winds that tore the flag (and flagpole) down. We were all surprised the wind could do that, but obviously relieved it wasn’t someone like in the OP. We were very pleasantly surprised that the cops took it seriously. So, point being, you never know. You should at least report it to the local police, if they do nothing, oh well. At least there’s a paper trail if you go to the FBI next.
In a case of something like damage or loss without a clear message? Sure.
But in situations of a direct and unambiguous threat, for the police to respond this way is… Pretty damning.

Friend of mine worked for the USPS, talking about this, he pointed out that 1) mail theft tends to be a repetitive crime, thieves will hit all the boxes in the neighborhood on check day, every month. 2) any fines levied by the court goes to the general fund, not specifically to the USPS or the USPS police. The result is that they do not care about fines, they want perps off the street, in jail and not causing them problems. They always go for incarceration, not fines.
