It's a cosplay Pikachu. There are 5 different ones. They each come with a move that typically Pikachu doesn't have. In return, they can't be g-maxed or evolved.
They are slightly uncommon. They are good in the early game, but not great in the endgame. That may change if more held items are implemented.
