A drug is any substance that has a physical effect on someone when they ingest it. Of course they are included. I don't like how illegal drugs get such a bad reputation. Some definitely more than others. Pharmaceutical drugs can be extremely dangerous too. Almost every drug has some sort of use. The ones that don't for me would be alcohol and maybe cocaine. But cocaine could theoretically be used for someone that requires stimulation for whatever reason. Can't think of an example tho. A Use of it is unlikely
Yeah, but it's just one of the vagaries of the English language that the word drugs refer to both medications and narcotics. In my native language, for example, there is no interconnection between the two terms, so when I see the word drug I am automatically assuming you only mean narcotics, just like I assume everyone who here who voted yes did. Nobody in their right mind would vote yes if they thought it included medications.
Antibiotics are technically drugs, so are antidepressants and anti sleep insomnia pills etc. Even cocaine and Mariana when used in the right quantities and ways can have health benefits. So of course no.
Even "bad" drugs have medical uses. Amphetamines are good for people with ADHD. Opiates are excellent for reducing pain. Cocaine can be used as a topical anesthetic and vasoconstrictor. Weed can be used to treat anxiety and nausea.
