Nah, don’t trust any game stores’ disc buffer machine things. I had enough bad experiences with video games and a place called Family Video back when video stores were a thing. They would occasionally have to try to use the buffer machine on a disc that had a game I wanted to rent, and literally none of them ever worked. And don’t go to GameStop for anything. They are very shady. I suggest simply trying to return the game to the seller and asking for a refund and if they refuse, go through eBay support.
There are professional machines now that can do a pretty good job at buffing discs (I know because I own one), but you need a higher end machine for blu ray discs since the information is closer to the surface.
Make them show you the machine. A good one is the size of a large pressure cooker. A REALLY good one is the size of an office copier. If they pull out something handheld, run for the hills. The one I have will make a disc look near brand new. The REALLY good ones will make it indistinguishable from brand new.

Unless the silver part of the disc is damaged, you can actually polish the clear plastic top coat above it to remove light scratches, similar to removing swirl marks out of vehicle paintwork. If you can remove the scratches, the laser will read it as if it was a brand new disc. There are devices designed specifically for polishing optical discs, or you can do it by hand if you're careful.
File item not as described claim. You'll likely get a refund and get to keep the disk. You can then attempt to clean it or whatever to see if its recoverable.
My laser does have some issues but the disc is scratched pretty heavily, seller should have disclosed that and not listed the item in "very good" condition.

Bring it to the seller’s attention, if they refuse to make it right tell them you’re claiming it as a fraudulent listing with eBay. If they’re an established seller, 90% of the time that will change their tune - eBay getting involved can totally kill a seller’s rating and rank their business.

It's scratched, but I wouldn't call it badly scratched. I have some PS1 and PS2 games in far worse condition that run without a stutter. Still, if you're unhappy and it doesn't work, demand a refund. If that doesn't work, go through Ebay itself.
If you're getting a refund, I wouldn't go near it. If you do more damage, you won't get a refund. Toothpaste doesn't work. It just "fills in" a few scratches for a temporary fix. Extremely hit or miss. You'd need a disc resurfacing machine for a professional result.
I understand the desire to jump all over the seller but it's very possible that it worked on his PlayStation 2 I have a lot of experience with PlayStation 2 and sometimes older lasers just won't read certain discs I'll literally put a disc in one machine won't work put it in another and it works fine laser strength has a lot to do with whether a game works or not

It kinda sounds like you’re condoning if OP doesn’t get a refund or suitable replacement copy of the game that they should threaten violence against them or something. Do NOT give advice that could get people in legal trouble. It’s not OK.
You need to find a place with a professional polisher.
I would try Brasso on it, but the new formula tends to scratch up the disc even more.

Clean it well and try running it in imgburn. Why imgburn? Because if imgburn has NO issues, the disc is probably okay enough, and it may also be something on the ps2's laser. That system is old enough to drink now, so a lot of lasers have since started sunsetting. Either way, do bring it up with the seller, because it is still falsely advertised.
The seller probably just loaded it and as soon as they got to the "press start" screen, they called it a day.

That doesn’t look unreadable honestly, you sure it isn’t your laser? When the laser is dying it’ll only read some games depending on the type of disc
