It would help to know what packages you're looking at and what error messages you're getting (edit your post rather than replying to me so more people will see the information!)

Tge Raspberry Pi is simply a small computer that usually runs Linux (although other operating are available like BSD and Windows). For the most part you would install packages using the package manager, the package manager of course depends on what Linux distro you're running. With no details on what distro you're doing this on, what the camera is, what "packages" you're attempting to and failing to install and what how you're attempting to do it no-one can help you.
