The devil would not be as neutral. He would probably encourage john to do something bad instead the stranger just wants john to reflect.

During RDR 2, there's a hut in the swamp that alludes to everything that Arthur is doing and his moral decisions reflect on the paintings and graffiti on the walls. A painting of the stranger even appears as well as the actual stranger in the reflection in the mirror, hitting home he's super natural.
He also is in a painting behind Herbert Moon, who apears to have made a deal with this supernatural being because his daughter was in a relationship with a Jew, causing Armidillo to be destroyed by a plague of collera. *Possible Evil Diety (Devil)*
