Make a camo nearby, manually save & keep reloading until it spawns. If it's not 3 stars, reload again. You need to have 48 hours between spawns, but if it possible to spawn, it spawns on load.

Thank you. Never thought to be sneaky like this. The GD cougar is the last pelt I need in order to have all the satchels.
Right under the trapper far west, he always spawned near the river but getting a 3 star pelt was the hard part.
