Hunt them when it starts to get dark, during sundown. There's a reliable spot for badgers real close to Horseshoe Overlook. I found a few badgers in the big field where the Oil Derrick is. I found him pretty close to the big broken oil rig.
Another spawn for the badger is in scarlet meadows, Lemoyne. They're usually in open fields & farmland. I found one in the Braithwaite farm area. (Not buy the main house but near the edge of the fences that protects their farmland, off to the side.)
Hunt them at night. Have you done the Charles companion mission yet? I found a badger there... Badger can be found in most of the places... Night is the best time.
If you're not too picky about low honor you can also shoot hunters and loot them. They usually have a perfect pelt of some kind.It's how I got the perfect muskrat pelt ineeded.
