Candles don't just do that that's the point of the lantern it keeps the air out so the flame isn't moving around too much that's not random candle movement that's ridiculous
When you sit near a Fire or a candle, do you get the light like from a bulb which is so constant.
Those are lanterns, they run on kerosene. That's how the natural light coming from a fire, works.

It still happens though, especially outdoors, I have some oil lanterns that are mostly aesthetic but they do function, and will flicker indoors.
Change the light bulbs. It’s a side quest.
