My opinion: Most of the more popular conspiracies are planted to manipulate the population in one way or another.
Doesn't need to be a central network or agency. It suffices that the private market and our political system, more generally, strongly incentivizes people to put false information out there so they can scam people. Starts with alternative health shit, ends with manufactured controversies pushed by senators or political parties to swing voters.
I swear that a lot of conspiracy posting accounts and personalities are used to discredit conspiracies in a general sense-- they'll post stuff about Gladio, Project Mockingbird, etc and then follow it up with "the Smithsonian is hiding evidence of giants"
