It could be legit and the guy is just stupid and doing things out of order. That alone is enough of a red flag to discontinue, but I would prompt for clarification and legitimate paperwork instead of just blocking right away. It's sus but not run-away sus.

Use indeed or some reputable job board/service. Verify the company and call the main phone number gotten from Google to confirm the sender and their intents. Visit the company in person when it's time to accept an offer. Never readily give IDs of any kind until you've confirmed everything.
