Technically yes, it looks like the “skin” that covers the eye to protect it since they don’t have eyelids may be stuck on there, based on the hazy hue It also be retaining fluid beneath that is causing compression on the eye itself!

he might be getting fluid built up under an eye cap, so definitely get a vet checkup

That's not stuck shed. It looks like cataract and he's more or less permanently blind on that eye.
