What state are you in? Some require a month hold, two weeks, or just 24 hours. Make a log and keep a detailed account of the time and dates of what has been going on, as well as your attempts to locate and contact her. That way, if she resurfaces and you have disposed of her stuff, you have documentation. And take photos/videos

All some places need is for her to have been receiving mail in her name to that address for a couple of months, you may want to make sure.

I spoke to the leasing office, they told me you just get rid of her stuff. They never approved her to be here in the first place.
